Abstract: The policy of benefiting the people is an important measure in China in recent years, and it marks a great change in the idea of governance for Chinese government, with its inner basis being "putting the people first".The concept of"putting the people first"has a long history.It is the result of using Chinese experience of ancient and contemporary era, and further developing the Marxism by the communist.The policy contains ten aspects, whose foothold and goal are both giving prominence to the people and solving the problem closely related to the people's benefit.The policy of benefiting people is a historic and revolutionary measure;it is of great significance in the Chinese modernized construction.Of course, it also has shortcomings, for example, at will and utility, and we should strengthen its system and cultural construction.
