Abstract: : County governments are the direct organizer and leader of New Village Building,whose acapacity predicts its success. The complex, arduous and long task of New Village Building requires county governments to improve their capacity of planning, of resource acquisition and deployment, of learning and innovation, of control of society and of organization and coordination. For that purpose, efforts should he made both in the internal government and in the external environment, while governments have to enhance more reasonable resource deployment.
