Abstract: The strategy that the residents' committee mobilizes the community residents' participation level is the mobilized-participation.The external events are the starting point,followed by formulating participation rules,mobilizing and actual participation finally.In the mobilized-participation process,community residents' participation condition presents as the main bodys' disembeding.The main bodys' desembeding is caused by the route-dependence of the political mobilization which does not make the subjectivities of both the residents' committee and community residents play effectively.So the measure improving the mobilized-participation situation is strengthening residents' committee's subjectivity and community residents' subjectivity,and building the external environment.
