On the Development of High-speed Railway in China from the Ethical Perspective——-The Reflection of “7.23” High-speed Railway Accident and the Inspiration from Japan, France and Germany

摘要: 中国“7.23”高铁事故的发生，引发了社会对于中国高铁发展的讨论与质疑。文章主要从高速铁路发展中的安全问题出发，探讨了日本、法国、德国发展高速铁路的伦理经验，进而在对中国高速铁路发展所带来的伦理问题进行分析的基础上，提出了中国高速铁路未来发展的一些对策建议。

Abstract: The "7·23" high-speed railway accident has led to discussion and questioning of the development of China's high-speed railway.Starting from the view of security issues in the development of high-speed railway, this paper explores the ethical experience of the development of high-speed railway in Japan, France and Germany, and then gives some suggestions for the future development of the high-speed railway of China based on the analysis of ethical issues arising from the development of high-speed railway in China.
