The Government Responsibility on the Institutional Change of Chinese Social Security System(1949-2009)

摘要: 建国60年来,中国社会保障制度经历了国家—单位统包保障制向国家—社会保障制转变。研究发现,不同时期社会保障政府责任强度,影响着经济社会建设与国民福祉水平。因此,笔者认为新时期应加强政府社会保障能力建设,实现基本社会保障公共服务均等化。Abstract: The Chinese social security system has experienced the transformation from National-Unit featuring security system to the national social security system in the past 60 years.The paper finds that the government responsibility intensity affects the economic and social construction and the level of national welfare.In the new era we should strengthen the government's ability about social security, and realize public services equalization of social security.
