摘要: 政府失灵指的是政府旨在解决市场失灵的政策所导致的自身失灵,即该政策既未实现公平,又未实现效率。政府旨在解决中低收入人群住房问题的经济适用房政策就是如此。Abstract: Government failure is defined when government actions lead to Pareto inefficiency and distributional inequity in the list of failures achieved by markets. In this article we try to find a suitable housing policy for the low and the middle income families.
