Abstract: After the outbreak of the Korean War, U.S.forces crossed the “ Three Eight Line”, fighting to the Northeast China and leading to the Chinese security issues.The program of helping Korea includes establishing goals, program design, impact prediction, program choices and others.The decision of Helping Korea Against America is correct because of complying with the principles: formulation of principle from the basic national conditions, comprehensive and real information, democratic participation in policy, etc.
