Abstract: The past three decades of reform and opening up have not only caused exceptional economic growth,but also have initiated profound social changes.With the development of the continual urbanization,many contradictions and problems have accumulated,such as the protection of people's livelihood,their welfare promotion,the optimization of the social structure,the social management,and so on.In order to solve the issues,this paper requests us to reconsider the urbanization strategies of our country,to transform the strategy of city management,and to enhance the management with the scientific methods.
