Abstract: In China, along with the rapid development of Internet technology in recent years, the function of Internet supervision by public opinion is increasingly becoming a kind of unneglectable forces. Internet supervision has both positive and negative effects. The article explained the issues of management to the Internet supervision by public opinion based on the analysis on the positive and negative effects. The author believes that, rational allocation of citizen’s rights and government’s powers and proper delineation of the boundaries between them test public power holder’s concepts and abilities. In contemporary China as well as in current level of technology, we should strengthen the protection of the citizen’s rights rather than to restrict the rights.
